An Authority to Construct must be obtained before building or installing a new emissions unit or modifying an existing emissions unit that requires a permit. A permit is required for any sanding, coating, painting or the venting of vessels into the air. In addition, a Portable Equipment Registration is needed for any portable welders (over 50-hp) you operate (i.e. welding shops).
